Federal Transit Administration (FTA)
Project Management Oversight



To oversee the use of federal funds by local transit agencies, the FTA engages a number of Project Management Oversight (PMO) consulting teams for five-year periods. CJL was part of PMO consulting teams as the Real Estate Specialist under two five-year contracts, overseeing more than 1,000 property acquisitions and 400 commercial and residential relocations. Oversight included evaluation of the Real Estate Acquisition and Management Plan (RAMP), all acquisition and relocation activities, the project timetables, right-of-way budget, compliance with FTA procedures and the Uniform Relocation Act, and agency capacity, from the early planning and design period through project construction. In this capacity, CJL worked on Sound Transit light rail projects in Seattle, FasTracks light rail projects in the Denver metro area, the San Francisco Municipal Transportation Agency Central Subway Project, and streetcar projects in the Phoenix metro area and Orange County, CA.



King of Prussia Rail Project, SEPTA
Real Estate Acquisition & Management Plan



King of Prussia (KOP) Rail is a 4-mile electrified, elevated light rail line with five new stations, intended to operate as a branch off of SEPTA's existing Norristown High Speed Line. The project was "paused" by SEPTA in 2023, prior to final design, due to funding issues.


CJL had primary responsibility for development of the Real Estate Acquisition and Management Plan (RAMP) submitted to the FTA as part of SEPTA's New Starts funding request. Project requirements included over 70 property acquisitions and over 50 business relocations. In cooperation with the SEPTA project team, CJL developed the acquisition and relocation schedule and cost estimates, identified critical path activities, and obtained FTA approval for an Alternative Threshold Procedure which expedited the acquisition process. The firm shared best practices based on its experience to develop an improved process for SEPTA Board approval of property acquisitions and a formal certification process to improve coordination between the design and real estate teams and monitor project schedule compliance.



East Side Access, MTA/LIRR, New York City
Real Estate Acquisition Plan



East Side Access involved the design and construction work required to bring new LIRR passenger service directly into Grand Central Terminal, augmenting the service already provided to Penn Station. The project involved tunnel and surface construction and reconfiguration of the existing rail yards in Long Island City, deep tunnel construction below existing private development and city streets in Manhattan, construction of a new concourse below Grand Central Terminal, and construction of off-street entrances in Manhattan.


CJL was responsible for development of the real estate acquisition plan for the approximately 125 easements and property acquisitions in Manhattan and Queens, required for the project. The firm also conducted all property research required for the approximately 400 properties in the vicinity of the train route to support project design and engineering. CJL developed the project protocol for submitting property acquisition requests to MTA Real Estate including coordination of supporting documentation.



Fulton Street Transit Center, MTA/NYCT, New York City
Real Estate Acquisition Plan & Relocation Consulting



The Fulton Street Transit Center involved improvements to the Fulton Street station complex, incorporating six existing Lower Manhattan subway stations and related passageways and connections. The project included a new high-visibility entrance, more surface level access points, new and expanded pedestrian concourses, passageways and station mezzanines, and new connections between subway lines.


CJL had primary responsiblity for development of the real estate acquisition plan for the required property acquisitions and easements, development of a contact list and initial meetings with private property owners impacted by the project, and initial identification of tenants requiring relocation. The project included six major acquisitions and relocation of over 125 commercial tenants. The firm subsequently was engaged as part of the relocation consulting team. In this capacity CJL identified additional resources and programs available to assist displaced tenants, which resulted in development of a pilot program by a non-profit group.
